This is the restaurant - the one air conditioned area of the hotel. And since it was between 30 to 35 degrees outside (86 to 95 fahrenheit for the metrically challenged) it was one of my favorite spots...
You can tell you are in an old Intourist hotel when you see these desks on each of the floors. In the Soviet days there would have been a babushka sitting there. She would give you your room key when you returned or take the key from you as you were leaving. She would also keep a good record of the "goings on"...
In case you are curious the sign basically says not to leave food out on the window ledge for the birds
